The Policy Action Committee of the 70th UE National Convention moves the following plan of action in the period up to the next National Convention:
Healthcare for All
- With the assistance of the National Union, instructs all regions and sub-regions to provide educational workshops on the content of, and need for, a single payer national healthcare plan as represented in the United States National Health Insurance Act - Expanded and Improved Medicare for All Act (HR676), and instructs the UE News, web page, and other union publications to carry similar information.
- Instructs regions and locals to make it a top priority to send delegates to the April, 27-30 2008, Political Action Conference in Washington, D.C., and that the national union organize this meeting with the need for single payer healthcare reform and passage of HR676 as the major goal.
- Urges locals to organize the members to lobby their Members of Congress for HR676 prior to the April, 2008, Political Action Conference, and urge them to inject this issue into the presidential caucuses and primary debate beginning in December, 2007.
- Urges regions and locals to make passage of a single payer healthcare plan the focus of their coming state level political action efforts.
- Urges UE members to run for elected office with the need for healthcare reform as their primary goal, and urges our union at all levels to support them as feasible.
- Instructs the national union to continue the various activities of the UE Mobilization for Healthcare and Retirement Security.
Build Jobs with Justice and the People’s Movement
- Calls on UE at all levels to participate in, support, and join Jobs with Justice, and to foster the creation of new local chapters or the rejuvenation of dormant chapters.
- Instructs the national union to circulate information about Jobs with Justice to locals, with a particular emphasis on newer locals.
- Reaffirms UE participation in Grassroots Global Justice (GGJ) and urges regions and locals to subscribe to the Labor Notes publication.

Independent Rank-And-File Political Action
- Instructs UE at all levels to participate in the coming presidential caucuses, primaries, and general election campaigns, and that the candidates be evaluated by their record of support or non-support of worker struggles
- Instructs the regions and locals to send delegates to the April 27-30, 2008, Political Action Conference in Washington, D.C. to take advantage of this meeting and its educational aspects to better conduct our political action running up the November, 2008, elections.
- Instructs the union at all levels to organize and sustain a union-wide campaign to educate UE members and their families regarding the urgent need to register and vote in the November, 2008, elections.
- Instructs the union at all levels to educate the membership as to the urgent reasons why all anti-labor politicians must be removed from office at both the state and national level in the general elections in November, 2008, regardless of party affiliation.
- Urges the union at all levels to encourage and support UE members who run for elected office and who are in general support of the UE program and principles.
Protect and Expand Social Security
- Reaffirms the commitment of our union at all levels to continue the UE Mobilization for Healthcare and Retirement Security.
- Calls on Congress, the 2008 presidential candidates, and those seeking Congressional office in the November, 2008, elections to address the country’s retirement security crisis by expanding Social Security to pay retired workers 75 to 90 percent of their pre-retirement income, provide early retirement with full pension and supplements, full medical coverage and life insurance for retirees and their families, and the right for the union to bargain for retirees.
